A coalition of 10 Members of Parliament, led by Sam George (NDC, Ningo-Prampram) and Ntim Fordjour (NPP, Assin South), has reintroduced the controversial Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021, as Parliament resumed sitting on Tuesday, October 21, 2025.
The bill, which originally surfaced in 2021, seeks to criminalize LGBTQ+ activities and their promotion, advocacy, and funding. It proposes up to three years’ imprisonment for individuals engaged in same-sex acts and up to ten years for those who promote or finance such activities.
Despite ongoing legal challenges at the Supreme Court and strong opposition from international bodies including the United Nations, the MPs are pushing forward to keep the bill active in the legislative process. The move reflects rare bipartisan unity in Parliament, where political divisions are often pronounced
The bill is expected to dominate parliamentary discussions in the coming weeks, with heated debates and extended sittings anticipated. Previously, over 150 memoranda were submitted during public hearings by religious groups, traditional leaders, civil society organizations, and international advocates
Supporters, mainly faith-based organizations representing over 70% of Ghana’s population, argue the bill protects cultural and moral values. Meanwhile, human rights groups are preparing renewed campaigns against what they describe as discriminatory and harmful legislation
The Speaker of Parliament is expected to refer the bill to the relevant committee, marking the beginning of its second legislative journey
